PDVSA says in talks with banks for potential debt refinancing
CARACAS Feb 23 (Reuters) - Venezuelan state oil company PDVSA is in talks with international banks to potentially refinance the company's debt, its president, Eulogio Del Pino, told Reuters on Tuesday.
